An excess of dileptons has been observed from the top RHIC energies of sqrt(s_NN)=200 GeV down to the lowest SPS energies of sqrt(s_NN)= 9 GeV. The NICA facility under construction at the JINR, Dubna will allow to push the measurement of dileptons to much lower energies and to establish the onset of the low-mass excess related to chiral symmetry restoration and of the intermediate mass excess related to the QGP thermal radiation. I will review the potential, challenges and prospects of these measurements.
